Agriculture Minister Halts Key Animal Welfare Programs, Sparking Outcry
Federal Minister of Agriculture Alois Rainer has sparked concern by halting key programs and funds for the conversion of animal husbandry to higher welfare standards. The move has left industry associations and welfare groups puzzled and displeased.
Rainer has blocked central instruments such as the federal 'Umbau Tierhaltung' program, which previously provided significant funding. The Organic Food Industry Association (BÖLW) has urged the government to meet public demands for better animal treatment and transparent labeling. Associations warn that ignoring the consensus on conversion could jeopardize the future of animal kingdom.
The minister's actions have raised questions about the future of animal welfare in Germany. The Animal Welfare Federation has called on Rainer to continue the conversion process. However, the financing for implementing higher standards remains uncertain. While Rentenbank provided some funding in 2024 and early 2025, long-term, secure backing is still demanded. Rainer has also undermined consensus on labeling transparency and neglected to secure financing through measures like a livestock welfare charge or adjusting VAT on animal products.
A summit organized by Minister Rainer left participants confused and disappointed, with no clear vision for the future of animal husbandry in Germany. The German Animal Welfare Federation has criticized the lack of discussion and direction from Rainer, highlighting the urgent need for a clear plan to support the transition to higher animal welfare standards.
