Air Mobility Concept of Operations to be jointly unveiled by CAAM and Futurise in the first quarter of 2026

The Civil Aviation Authority of Malaysia (CAAM) and Futurise Sdn Bhd have joined forces to propel Malaysia into the forefront of the advanced air mobility (AAM) revolution. This strategic collaboration aims to develop a safe, sustainable, and forward-looking aviation ecosystem.

As the national aviation regulator, CAAM is responsible for overseeing flight operations, aviation personnel licensing, and air navigation services. It ensures the safety, security, and efficiency of Malaysia's civil aviation sector, maintaining compliance with international standards set by the International Civil Aviation Organization (ICAO).

Futurise, a wholly-owned subsidiary of Cyberview Sdn Bhd under the Ministry of Finance, plays a crucial role in this endeavour. Futurise provides public policy advisory and acts as a key enabler of regulatory solutions to expedite innovation. Its role is to future-proof Malaysia's economy.

The Advanced Air Mobility Steering Committee in Malaysia, chaired by CAAM, has appointed Futurise Sdn Bhd as its Secretariat. This appointment, which took place in December 2024, marks a significant step towards fast-tracking Malaysia's entry into AAM.

Futurise's role as the AAM-SC secretariat includes resolving the grey area of AAM as a new aircraft segment improved with greater functionalities. The goal is to develop the AAM Concept of Operations (ConOps), scheduled for release in Q1 2026.

The ConOps will guide the safe introduction and growth of AAM services in Malaysia, defining operational scenarios, stakeholder roles, airspace usage, and regulatory requirements. It will align with internationally recognized regulatory frameworks set by the ICAO, the Federal Aviation Administration (FAA), the European Union Aviation Safety Agency (EASA), and others.

The regulatory sandbox, overseen by Futurise, will provide a controlled environment for testing and innovation. This will enable rapid development and safe deployment of AAM technologies based on the ConOps. A series of workshops and industry engagements throughout 2025 will ensure input from all corners of government, regulators, and the aviation industry.
