APDC Homebuyers Demand Action as Pre-selling Continues Despite CDO

Homebuyers of Azzela Properties Development Corp. (APDC) in Minglanilla, Cebu, are expressing frustration over delayed housing projects, despite a cease and desist order (CDO) issued by the Department of Human Settlements and Urban Development (DHSUD). APDC has been under scrutiny since 2022, when DHSUD issued a CDO for selling housing units without proper permits. The CDO prohibits any sale or transfer of titles until APDC resolves its compliance issues. However, buyers report that pre-selling continues for units that remain unbuilt, despite the CDO. Buyers are divided in their response, with some demanding refunds and others prioritizing the prosecution of APDC's owner, Lloyd Adlawan. Annie Reniva, head of the affected buyers' group, has advised homebuyers to file large-scale estafa complaints against Adlawan to facilitate his arrest. Homebuyers argue that DHSUD should have pursued criminal charges against Adlawan earlier. DHSUD has created an enforcement unit to ensure CDOs are properly implemented and violators are penalized. The agency has faced public scrutiny over its handling of the APDC case. Another meeting with relevant agencies, Minglanilla Mayor Rajiv Enad, and the town's legal and planning offices is scheduled to address the issue. Homebuyers of APDC are pressing government agencies to take action against the company for continued sale of lots despite the CDO. They hope that stricter enforcement and potential criminal charges will bring resolution to their stalled housing projects.
