Armed Ukrainian fugitive wanted for €54M tax fraud in Germany
A 37-year-old Ukrainian man remains at large after allegedly running an illegal cigarette factory in Düsseldorf. Ihor Libych is wanted for tax evasion totalling €54 million and is considered armed and dangerous. Authorities have yet to arrest any other suspects linked to the criminal operation.
Between April 2024 and March 2025, Libych reportedly operated an illegal cigarette production site as part of a wider criminal network. The Düsseldorf Public Prosecutor's Office and Essen Customs Investigation Bureau are leading the search for him. He has been on the run since March 2025.
Libych is described as 1.90 metres tall, with a stocky build, short black hair streaked with grey, and a goatee. Investigators believe he may still be in Germany, possibly near Aachen, though he could have fled to another European country. No other arrests connected to the case have been reported so far. The public is being urged to come forward with any details on his whereabouts. The Essen Customs Investigation Bureau is handling all tips. Libych faces serious charges for his alleged role in the illegal cigarette operation and large-scale tax fraud. Authorities continue to track his movements while warning the public not to approach him. Anyone with information is asked to contact the investigation team immediately.
