Assam Government reshuffles top officials in key administrative roles
The Assam Government has announced a series of changes in key administrative positions. Chinmoy Prakash Phookan, previously Joint Secretary in the Transport Department, has been appointed as the new Commissioner of the Guwahati Municipal Corporation (GMC). Meanwhile, Dr. M.S. Lakshmi Priya, the outgoing GMC Commissioner, has been transferred to the post of Secretary in the Skill, Employment and Entrepreneurship department.
Phookan, who also served as Managing Director of ASTC, took over from Dr. Priya on November 15, 2025. In addition to his new role, Phookan has been relieved of his charges as MD, Assam Skill Development Mission and Registrar of Assam Skill University. Prior to his appointment, Phookan was serving as the Joint Secretary in the Transport Department.
Dr. Priya, who has been at the helm of GMC, will now take on the role of Secretary to the Government of Assam in the Skill, Employment and Entrepreneurship department. She will also hold additional charges, indicating a broader role in the department's operations.
These changes reflect the Assam Government's ongoing efforts to streamline and strengthen its administrative structure. Phookan brings his experience in transport and public services to his new role at GMC, while Dr. Priya's expertise will be valuable in her new position within the Skill, Employment and Entrepreneurship department.
