Baden-Württemberg’s spatial planning reforms win top German legislation award
Baden-Württemberg's Ministry of Rural Development and Housing has been recognised for its efforts in streamlining spatial planning. The Ministry received the Award for Good Legislation, presented by the German Society for Legislation, for its reform of the State Planning Act. The award was presented in Berlin on November 10, 2025.
The reform, passed by the state parliament in March with unanimous support, aims to make spatial planning procedures faster, more flexible, and more resilient. It grants the 12 regional associations in Baden-Württemberg greater legal certainty and the ability to develop regional plans more quickly.
This is the second such award for the Ministry in six months. In May, it was recognised for its work in digitalising the state building code. The Award for Good Legislation, presented annually by the German Society for Legislation, comes with a €3,000 prize. The award was presented to Minister Nicole Razavi, who represented the Ministry at the ceremony held at the Federal Ministry of Justice.
The Ministry's reforms, including the State Planning Act and the digitalisation of the building code, demonstrate its commitment to modernising and improving spatial planning processes in Baden-Württemberg. These changes are expected to benefit both regional associations and residents alike.
