BC Hydro's Site C Budget Soars to $16 Billion Amid Challenges

BC Hydro's Site C hydroelectric project has seen its budget nearly double to $16 billion, with the utility aiming to complete it within this increased figure. The project, set to power around 450,000 homes annually, has faced challenges including geotechnical issues and pandemic delays, leading to a significant cost overrun from the original $8.8 billion budget.

BC Hydro has acknowledged that it underestimated the potential impact of low-probability, high-consequence risks on the Site C project. Enhancements to the dam's right bank foundation and repairs to left bank cracks, along with pandemic-related delays, contributed to the budget increase. Charlotte Mitha, BC Hydro's president and CEO, has been at the helm during these challenges. Despite these setbacks, the utility expresses pride in overcoming obstacles and commits to learning and improving its risk management strategies for future projects. The project's contingency and reserve funds were insufficient to cover these materialized risks, highlighting the need for better risk communication and budgeting in future projects.
