Bears threaten move to Indiana after property tax break bill frustrations
The Chicago Bears are exploring a possible move to Northwest Indiana after Illinois state leaders refused to back property tax breaks for a new stadium. The team’s leadership has cited a lack of support for their proposed Arlington Heights development as the reason for considering relocation. Meanwhile, Indiana’s governor has signalled openness to discussions about hosting the franchise.
The Bears and Arlington Heights had requested $855 million in public funds for infrastructure improvements and a new state law allowing reduced property taxes. This would have been achieved through a payment in lieu of taxes (PILOT) agreement. However, Illinois Gov. JB Pritzker’s administration dismissed the proposal, with a spokesperson calling the team’s threat to leave a 'slap in the face' to fans. The governor’s office argued that private business developments should not rely entirely on taxpayer money.
Arlington Heights Mayor Jim Tinaglia remains hopeful, urging state legislators to pass a 'megaproject bill' to support the development. He believes such legislation is essential for moving the project forward. Meanwhile, Bears CEO Kevin Warren clarified that the team had not asked for direct state funding to build the stadium—only for local infrastructure support and property tax certainty. Indiana Gov. Mike Braun responded to the Bears’ announcement by expressing readiness to collaborate on a new stadium in Northwest Indiana. However, no specific details or commitments have been made public. Economist J.C. Bradbury noted that relocation threats are a common tactic in sports to gain leverage, but he questioned the Bears’ approach, calling it vague and lacking in concrete plans.
The Bears’ potential move hinges on whether Illinois lawmakers reconsider the proposed tax breaks and infrastructure funding. Indiana’s willingness to engage in talks adds pressure, but no formal agreements have been reached.
