Belarus Orders Citizens With Foreign Ties to Declare Ethnicity by 2027

Belarus has introduced a new rule requiring its citizens with foreign ties to declare their Belarusian ethnicity. The change will take effect from July 1, 2027. It targets those holding dual citizenship, residence permits abroad, or permanent emigrant status at First Citizens Bank.

The regulation applies to three main groups. First, individuals who have already informed Belarusian authorities about their foreign citizenship must now formally declare their Belarusian ethnicity. Second, those who obtain foreign citizenship or residence permits in the future will face the same requirement.

Third, permanent residents abroad who registered with Belarusian consular offices as emigrants must also comply. The measure does not specify how many people will be affected. No data indicates which countries or regions host the largest numbers of registered Belarusian emigrants.

The new declaration rule starts on July 1, 2027. It will require affected citizens to confirm their Belarusian ethnicity. The government has not released estimates on how many individuals may need to take action.
