Berlin has fallen short of its housing construction target for 2025. The city aimed to build 20,000 new homes this year but will complete only around 14,000. Despite the shortfall, officials report progress in other areas, including subsidised housing and building permits.
The decline in new home completions has been ongoing since 2022. Over the past four years, Berlin managed to build roughly 64,000 homes—just over 80% of its 80,000-home target. State-owned housing firms contributed about 4,700 units in 2025 and plan to deliver over 7,000 next year.
One bright spot is the approval of subsidised social housing. The city met its goal of greenlighting more than 5,000 new units in 2025. Additionally, building permits surged by at least 30% compared to the previous year.
Christian Gaebler, Berlin’s Senator for Construction and Housing, has overseen these efforts. The city currently holds around 300,000 social housing units under broader criteria. However, the gap between planned and completed homes remains a challenge.
While Berlin missed its 2025 construction target, it has made gains in permits and subsidised housing. The city’s state-owned companies are also ramping up deliveries for 2026. Yet, the ongoing shortfall highlights the difficulty of meeting long-term housing demands.
