Berlin's state parliament has passed the Fast-Track Construction Act, aiming to speed up planning and approval processes for construction projects. The act, supported by the CDU and SPD, has sparked controversy. The Association of German Architects (BDA) filed a constitutional complaint in July 2025, and the Greens and Left Party argue against a provision that grants the Berlin Senate authority over large-scale projects.

The Fast-Track Construction Act, passed in December 2024, seeks to streamline construction procedures. However, it has faced criticism. The BDA challenged the implementing regulation in July 2025, claiming it infringes on architectural freedom. Meanwhile, the Greens and Left Party contest a provision that allows the Senate to oversee projects with 50 units or more, deeming it unconstitutional. Additionally, an implementing regulation related to the act is undergoing a normative review complaint.

The Fast-Track Construction Act, intended to expedite construction processes, has raised concerns among architects and political parties. The BDA's constitutional complaint and the Greens' and Left Party's opposition to a key provision indicate potential hurdles in the act's implementation. The normative review complaint further highlights the need for careful consideration of its implementing regulations.
