The exact reasons for the delays remain unclear, but the issue was not limited to one district—overfilled bins were reported citywide. Illegally dumped waste often surrounds recycling containers, including household trash, bulky items and old electronics. The Senate forwards complaints to private operators but does not specify how many firms are involved. To address the problem, officials now support a proposal requiring grocery stores to provide glass recycling bins on their premises.
