Berlin’s Green Party has put forward a plan to reform the city’s winter maintenance system. Currently, property owners must clear their own sections of sidewalk, but the party claims this approach often leaves walkways icy and dangerous. Their proposal would shift responsibility to the public cleaning service, BSR, for a more centralised solution.

Under the existing rules, each property owner is tasked with clearing snow and ice from the sidewalk outside their building. In central areas, many hire private firms to do the job, yet they remain legally accountable if the work is not done properly. Deadlines require completion by 7:00 AM on weekdays or 9:00 AM on Sundays and holidays after overnight snowfall.

The Greens argue that the current system frequently fails, leaving pedestrians and cyclists at risk of slips and falls. Their proposal suggests transferring winter maintenance duties for sidewalks and bike paths to the Berliner Stadtreinigung (BSR). The party believes a single, professionally managed service would improve efficiency, enhance safety, and reduce costs. The motion is set to be discussed in the city’s economic committee next week. If approved, BSR would take over responsibility, consolidating winter maintenance under one public agency.

The proposed change aims to address persistent issues with uncleared sidewalks and hazardous conditions. By moving winter maintenance to BSR, the Greens expect a more reliable service that protects residents while streamlining operations. The committee’s upcoming debate will determine whether the plan moves forward.
