Berlin’s refugee housing plan at Vivantes hospital sparks transparency debate
Plans to use the Vivantes Klinikum Mitte hospital site for temporary refugee housing were made public in April 2021. The Senate presented its proposal to key committees, where all major political groups—including the CDU—were present. Despite this, accusations of secrecy have since emerged from opposition members.
The Senate first outlined its intentions in April, sharing details with the Deputation and the Budget and Finance Committee. These meetings included representatives from every parliamentary group, ensuring broad awareness of the plan. The information was later distributed through the Senate Press Office.
The project involves setting up modular halls to house around 400 refugees as an interim measure. Officials stressed that this solution would not delay the start of residential construction in the Hulsberg Quarter. Instead, it aims to make use of the waiting period before permanent building work begins.
Claudia Schilling, the Social Affairs Senator, has dismissed claims by the CDU that the plans were kept secret. She argued that the process followed standard procedure, with all relevant parties informed at the appropriate time.
The temporary accommodation will provide refugees with basic living conditions until permanent housing is ready. Construction for the Hulsberg Quarter remains on schedule, unaffected by the interim arrangement. The Senate maintains that the process was transparent and properly communicated to all involved.
