Agustín Caso Raphael, a candidate for head of Mexico's Supreme Audit Institution (ASF), has built a career exposing financial mismanagement. His work includes uncovering the costly fallout from cancelling Mexico City's New International Airport (NAIM). Now, he aims to lead the ASF in tackling corruption through stricter audits and transparency.
Caso Raphael's professional background spans key financial roles. He has worked in Mexico's Central Bank economic research unit, advised the Finance Ministry, and managed project evaluations at Fonatur. Later, as a performance auditor at the ASF, he focused on improving audit standards to detect financial misconduct.
Over the past five years, the ASF has uncovered major irregularities in public projects. Audits revealed over 1,200 billion pesos in issues with the Maya Train project, including cost overruns and unauthorised contracts. The Dos Bocas Refinery showed 300 billion pesos in mismanagement, while the National Water Program had 150 billion pesos in irregularities. These findings led to 45 corruption cases being referred to authorities.
Caso Raphael stresses the need for the ASF to act as the 'guardian of the nation's wealth'. He warns that without strong support, the National Anti-Corruption System could collapse. His approach centres on rigorous audits to protect public funds and ensure accountability.
If appointed, he promises to enforce lawful, effective, and transparent oversight. His goal is to strengthen the ASF's role in preventing financial wrongdoing and upholding high audit standards.
