Canada joins Europe’s SAFE defence pact with €150 billion pledge
Canada has become the first non-European country to join the European Strategic Initiative for European Security (SAFE). The move was announced on December 2, 2025, by Prime Minister Mark Carney. With this step, Canada commits €150 billion to the programme and gains access to jointly funded defence projects in European countries.
The agreement allows Canada to participate in European arms supply tenders and defence collaborations. Its financial contribution is limited to 35% of the cost for systems procured through SAFE. However, exemptions may apply based on Canada’s GDP and its cooperation with European manufacturers.
Canada’s entry into SAFE marks a significant expansion of the programme beyond the European countries. The €150 billion pledge and new industrial partnerships will influence future defence procurement in Europe. The agreement also sets a precedent for other non-European nations considering similar cooperation.
