Cebu City Council Considers Mindful Parking Ordinance to Crack Down on Space Reservation
The Cebu City Council is considering the Mindful Parking Ordinance, a proposal to penalize individuals who reserve parking spaces in both public and private areas. Councilor Sisinio Andales has recommended a precise legal definition of 'reserving' a parking space to avoid confusion, with the Cebu City Transportation Office (CCTO) supporting the measure.
Under the proposed ordinance, a first offense of parking space reservation would result in a P1,000 fine, with penalties escalating for subsequent offenses. The CCTO currently has jurisdiction only over public roads and spaces, but it recommends gaining legal authority to operate in private parking areas for effective enforcement.
Councilor Franklyn Ong raised concerns about implementing the measure in private parking lots, suggesting alignment with City Ordinance 2085 for consistent rules. The ordinance will not apply to individuals merely guiding a vehicle about to park, or government vehicles with designated spaces, and private establishments with authorized reserved parking.
CCTO Assistant Department Head Kent Jongoy noted the increasing online incidents of arguments over parking spots, highlighting the need for the ordinance to prevent such situations. The Mindful Parking Ordinance remains under review and will be refined before further deliberation and possible approval by the City Council. The Cebu City Council has recommended that the Cebu City Traffic Operations Management (CTOM) approve the ordinance to gain the authority to monitor and enforce rules in private parking areas such as malls and commercial establishments.
