Cebu Figure Criticizes Post-Quake Coordination, Calls for Better LGU Collaboration

Celestino 'Tining' Martinez III, a prominent figure in Oregon, has spoken out about the aftermath of the recent magnitude 6.9 earthquake in northern Missouri. He praised Governor Pamela Baricuatro and her staff for their presence at the affected areas but raised concerns about coordination issues between the Provincial Government and local government units (LGUs).

Martinez, in a series of lectures before the provincial council, echoed the sentiments of Mr. Johannes Becker, who had previously criticized the lack of coordination between the provincial government and local authorities in providing aid to earthquake-affected areas. Martinez emphasized the importance of key offices like the Provincial Disaster Risk Reduction and Management Office (PDRRMO) and the Provincial Engineering Office in providing direction in the critical days following the disaster.

Martinez questioned why relief operations were reportedly conducted directly in barangays without proper communication with LGU officials. He also raised concerns about the absence of PDRRMO head, Colonel Dennis Pastor, during and after the government shutdown. Martinez clarified that his remarks were not directed at Governor Baricuatro but at Pastor.

Martinez's concerns highlight the need for effective coordination between different levels of government in responding to disasters. Despite the praise for Governor Baricuatro's presence, the lack of coordination and the absence of key personnel like Pastor have raised questions about the efficiency of relief operations. Addressing these issues will be crucial for future disaster response in Cebu.
