Cebuano Lawyer Makes History as First Visayas ICC Counsel
A Cebuano lawyer has become the first from the Visayas region to join the International Criminal Court’s (ICC) List of Counsel. Rameses 'Ram' Victorius Gatchalian Villagonzalo received his accreditation after a demanding eight-month evaluation process. His admission marks a rare achievement, as he is only the sixth Filipino lawyer to gain this international recognition. Villagonzalo’s journey began with a detailed application submitted in late 2023. He progressed through multiple assessment stages, including an initial review and a second round of rigorous evaluation. The ICC’s selection process is known for its strict standards, requiring candidates to demonstrate expertise in international law and a strong professional record. With his accreditation now official, Villagonzalo stands ready to contribute to the ICC’s legal work. His inclusion on the List of Counsel expands representation from the Philippines and the Visayas region. The ICC may now summon him for various legal roles as cases demand.
