Cebu's Carbon Market Vendors Protest Unauthorized Rent Collections by Developer

Concerns have grown over the Carbon Public Market joint venture agreement (JVA) in Cebu City. Vendors and City Councilor Sisinio Andales have raised issues about rent collection and the developer's involvement in the project.

The dispute centres on allegations of unauthorised rent payments linked to Megawide Construction Corp., the firm behind the market's redevelopment.

The controversy began when vendor groups claimed individuals tied to Megawide's subsidiary, Cebu2World Development Inc., had collected rent without proper authority. Initially, the developer denied any involvement in rent collection. Later, however, it admitted to a commission-based commercial arrangement connected to the project.

The JVA covers a 4.2-hectare area in Barangay Ermita, including the South Bus Terminal and nearby public lands. Despite the backlash, Cebu2World stated it remains open to a review of the agreement. The company also confirmed it would continue construction as planned under its existing deal with the city.

In response, Councilor Andales announced plans to file a resolution within the next two to three weeks. The proposed review aims to examine the JVA's terms and identify sections that may require changes or clearer wording.

The joint venture agreement now faces closer scrutiny from both vendors and local officials. A formal review could lead to amendments in how the project is managed. Meanwhile, construction is set to proceed while discussions over rent collection and developer responsibilities continue.
