Citizens in Russia have until the end of September to decide on the type of social services they prefer
In a recent announcement, Senator Olga Epifanova outlined a new method for elderly people, disabled individuals, and veterans in Russia to access free home-based social services. According to information from the Social Fund's Telegram channel, this change will come into effect in 2026.
Under the new arrangement, individuals can choose to receive a monthly monetary compensation instead of the traditional services such as medication, medical supplies, and sanatorium vouchers. This monetary compensation can be used to customise the services according to personal needs, without the requirement to use all services included in the natural form.
The free home-based social services can be obtained by applying through local social service centers or municipal social protection departments. Applications for the choice of service form can be made at any time before October 1, 2025, with the deadline for submitting the applications set for this date.
The decision on the form of receiving social support will remain valid until a new application is submitted. Individuals can submit their applications online via the "Gosuslugi" portal or in person at a MFC or the Social Fund's client service.
Senator Olga Epifanova highlighted the availability of these free home-based social services for certain individuals. Some Russians are already entitled to free home-based social care, which includes transportation, medication, medical supplies, sanatorium vouchers, and the natural form of service, which includes free suburban and intercity transport to treatment locations.
It's important to note that the implementation of the decision on the form of receiving social support will commence in 2026. For those who prefer the traditional services, they will continue to be offered by the Social Fund.
This new option for social support provides more flexibility and personalisation for individuals, allowing them to make choices that best suit their needs and circumstances.
