CPDO Clarifies Ermita Sitios' Zoning: No Reclassification
The Cebu City Planning and Development Office (CPDO) has clarified the zoning classifications of Sitio Ermita Proper and Sitio Bato in Barangay Ermita, dispelling recent claims of reclassification. The CPDO confirmed that the current zoning of these areas is legally valid and consistent with their original classifications.
Sitio Ermita Proper was initially classified as Commercial 2 (C-2) in the 1996 Zoning Ordinance and remains so, now recognized as Low Density Commercial (C-1) under the current ordinance. This classification aligns with its original zoning lineage.
The CPDO confirmed that there has been no zoning reclassification for either Sitio Ermita Proper or Sitio Bato, contrary to claims made by the barangay council. Despite a reported revision in the 2025 ordinance, the CPDO maintains that these areas retain their legally valid zoning classifications.
Sitio Bato's designation as a socialized housing site under City Ordinance 1684 remains recognized, despite appearing as a C-1 zone in the 2025 ordinance. The CPDO acknowledged this apparent discrepancy, stating that the socialized housing designation takes precedence.
The drafting phase of the 2025 zoning ordinance involved multiple public hearings and online cluster consultations with barangays between 2022 and 2023. Presentations were also made before the City Council, ensuring transparency and community involvement.
The CPDO's clarification puts to rest recent misconceptions about the zoning classifications of Sitio Ermita Proper and Sitio Bato. The current zoning of these areas is legally valid and consistent with their original classifications, with Sitio Bato's socialized housing designation remaining recognized.
