CSC Rules in Favor of Leonardo Rivera Jr., Orders Reinstatement as Toledo City Treasurer
The Civil Service Commission (CSC) has ruled in favour of Leonardo Rivera Jr., ordering his reinstatement as City Treasurer of Toledo. The decision nullifies the Department of Finance's (DOF) extension of Rivera's detail to the Bureau of Local Government Finance (BLGF).
Rivera was initially relieved from his post and detailed to the BLGF on January 15, 2024, with the detail set to expire on January 10, 2025. However, the CSC ruled that this transfer was a detail, not a reassignment, and breached civil service rules limiting detail duration without consent to one year. The ruling granted Rivera's appeal, restoring him to his original position in the Toledo City Government. The CSC ordered Rivera's immediate reinstatement, stating that his transfer violated civil service rules.
Leonardo Rivera Jr. is set to return to his post as City Treasurer of Toledo following the CSC's ruling. The decision voids the DOF's extension of Rivera's detail, reinstating him to his original position. The CSC's order for immediate reinstatement is expected to be carried out promptly.
