Declining Passenger Traffic Concerns Maritime Sector along the Norwegian Shoreline

The Kiel Canal, a critical connection between the North and Baltic Seas for the maritime industry in Germany and Europe, has been experiencing a significant decrease in traffic due to a combination of operational disruptions, infrastructure challenges, and potential environmental vulnerabilities.

Since July 1, 2023, there has been an increasing deterioration in the safe and predictable passage for international shipping. This decline is primarily due to operational disruptions and infrastructure issues, which are impacting maritime logistics in Germany and Europe.

One of the key issues is the complexity of traffic control and the increase in accidents. A recent incident on the Kiel Canal disrupted vessel traffic, highlighting the challenges of managing high-frequency ship movements in the canal. A ship drifted off its intended path near the Fischerhütte switch, causing significant disruption to maritime traffic. Such accidents interrupt the smooth flow of vessels, leading to delays and bottlenecks.

Infrastructure strain and rehabilitation delays are another concern. Funding difficulties have led to halted or slowed rehabilitation work on necessary infrastructure, which may limit canal capacity and efficiency. The energy-saving function of the Kiel Lighthouse and the pilot transfer station, crucial for traffic safety, has been compromised due to damage from the Baltic storm flood in October 2023, increasing costs for users.

Environmental factors, although not explicitly confirmed for the Kiel Canal in the latest data, are a potential concern. Climate change-related issues such as droughts and water level drops have affected canal operations globally, and similar waterways have experienced reduced ship transit capacity due to lower water availability.

The Kiel Canal's decreased reliability and throughput are forcing ships to consider longer, costlier routes around Denmark via the Skagerrak and Kattegat. This situation increases operational costs for shipping companies, affects supply chains, and may lead to congestion at alternative ports and routes, with broader economic repercussions for Germany and European trade.

The situation conflicts with the European Union's broader goals of promoting sustainable inland waterway transport as part of its Green Deal strategy to reduce transport emissions and road congestion. Canal efficiency is vital to achieving modal shifts from road to waterborne transport.

The associations, including the Kiel-Canal Initiative e.V. and NVzK, have expressed concern that the Kiel Canal's attractiveness may continue to decrease due to delays and breakdowns. They have urged the creation of attractive working conditions at the WSV, the swift and consistent completion of planning and ongoing expansion and renovation measures at NOK, and the urgent renovation of the Kiel Lighthouse.

The Kiel-Canal Initiative e.V., founded at the end of 2012, includes numerous companies, several chambers of commerce, public law corporations, institutions, associations, clubs, and regional authorities. The associations have also requested the assignment of specialized personnel (nautical experts, technicians, and engineers) to the North Sea-Canal and Shipping Authority NOK.

Jens B. Knudsen, the Chairman of the Kiel-Canal Initiative e.V., can be reached at 0431/9810, while Ingo Berger, the Chairman of the "Nautical Association of Kiel", can be reached at 0176/61482057. A general speed reduction of 20% to 12 km/h has been in effect in the Kiel Canal to prevent further damage to the canal bed, and this longer passage duration has increased the demand for pilots and canal pilots, leading to waiting times before Brunsbüttel.

As a result, there has been a noticeable decrease in ship sizes and passage numbers. The associations urge improved traffic management, infrastructure investment, and adaptive climate resilience measures to address these issues and maintain the Kiel Canal's vital role in Europe's maritime logistics.

  1. The decline in traffic on the Kiel Canal, a crucial connection for Europe's maritime industry, is causing shipping companies to consider longer, costlier routes around Denmark.
  2. Increasing operational disruptions and infrastructure issues are impacting maritime logistics in Germany and Europe, with financial implications for small businesses and entrepreneurs in the transportation sector.
  3. The energy-saving function of the Kiel Lighthouse, essential for traffic safety, has been compromised due to damage from the Baltic storm flood, leading to additional costs for users.
  4. Environmental factors, such as climate change-related issues and potential vulnerabilities, are a potential concern for the Kiel Canal, which could affect the general news and policy-and-legislation regarding war-and-conflicts and migration.
  5. The Kiel-Canal Initiative e.V. has appealed for the creation of attractive working conditions, the rapid resolution of planning and ongoing renovation measures, and the urgent renovation of the Kiel Lighthouse to ensure the canal's continued attractiveness.
  6. In the Kiel Canal, a 20% reduction in speed has been implemented to prevent further damage, resulting in increased demand for pilots and canal pilots, causing waiting times before Brunsbüttel.
  7. The decreased reliability and throughput of the Kiel Canal conflict with the European Union's goals of promoting sustainable inland waterway transport as part of its Green Deal strategy.
  8. The associations have requested the assignment of specialized personnel (nautical experts, technicians, and engineers) to the North Sea-Canal and Shipping Authority NOK to address the issues facing the Kiel Canal and maintain its vital role in Europe's trade.
