ECI Issues Fresh Advisory on AI-Generated Content in Elections
The Election Commission of India (ECI) has issued a fresh advisory regarding the use of AI-generated and synthetic content during election campaigns. The ECI has warned political parties about the threat of hyper-realistic synthetic media to electoral integrity and voter trust.
The ECI has reminded parties that AI-altered images, audio, and video must be prominently labelled as 'AI-Generated', 'Digitally Enhanced', or 'Synthetic Content'. Labels must cover at least 10% of the visible display area or the initial 10% of duration for audio content. Misuse of such content that misrepresents a person's identity, appearance, or voice without consent is prohibited. Parties must take down any misleading content within three hours of notice or reporting.
The ECI has invoked its constitutional authority under Article 324 to reiterate compliance with the IT Rules, 2021, and previous advisories. Internal records of all AI-generated materials must be maintained for verification, and metadata or captions must disclose the entity responsible for generating the content. As of now, there are no indications that any political parties have increased their use of AI-generated or synthetic content in election campaigns within the last weeks.
The ECI's advisory serves as a reminder for political parties to ensure transparency and authenticity in their election campaigns. By adhering to these guidelines, parties can help maintain the integrity of the electoral process and voter trust.
