Emily Haber, Germany's first female ambassador to the United States, has concluded a long and influential diplomatic career. Her tenure spanned key roles, from leading nuclear talks with Iran to warning about the US withdrawal from Afghanistan. In a recent farewell interview, she reflected on the challenges she faced, including the lack of diversity in the diplomatic service.

Haber's career began at the Foreign Ministry, where she managed the OSCE desk and later oversaw the economic and political divisions at the German Embassy in Moscow. By 2009, she had risen to political director, taking charge of negotiations on Iran's nuclear programme.

In 2011, she advised the federal government to back the UN resolution on Libya, including a no-fly zone—though Germany ultimately abstained. That same year, she became a career civil servant state secretary before moving to the Interior Ministry in 2014. There, she pushed for stronger police powers to bypass encryption in cybercrime investigations. Two years later, she criticised security agencies for failing to monitor activities in mosques, calling for stricter oversight. Her warnings in early 2021 about a potential US withdrawal from Afghanistan went largely unheeded. A Bundestag inquiry later revealed that bureaucratic delays and a focus on NATO alignment prevented her memos from reaching top leadership. The procedure for handling such intelligence now bears her name, a legacy from her time as state secretary. From 2018 to 2023, Haber served as Germany's ambassador to the US, capping a career marked by both high-profile achievements and institutional resistance to change.

Haber's departure leaves behind a mixed record of policy influence and unheeded warnings. Her calls for greater diversity in diplomacy and her efforts to reform security protocols remain unresolved challenges. The procedures she helped establish will continue to shape Germany's approach to intelligence and crisis response.
