Essen's €300K Inclusive Funding Plan Transforms Accessibility for All
The "Essen Inclusive Funding Plan" is a key tool used by the city of Essen to implement the UN Convention on the Rights of Persons with Disabilities at the local level. Based on the funding plan approved by the Essen City Council on September 28, 2022, concrete projects and initiatives in Essen's social districts receive financial support. The plan builds on the priorities outlined in the "Essen Inclusive Action Plan" and translates them into a practical funding framework. In today's meeting, the Committee for Social Affairs, Labor, and Health took note of the 2025 progress report on the funding plan.
How Does the Funding Work?
Eligible projects must meet the criteria set out in the underlying funding concept.
The Inclusion Coordination Office decides on grant approvals, working in tiered collaboration with representatives from the Planning and Coordination Working Group on Disability Services (FAK PuK), depending on the funding amount:
- Up to €1,000: Decision by the Inclusion Coordination Office
- Up to €3,000: Decision made jointly with one FAK PuK representative
- Over €3,000: Decision made jointly with two FAK PuK representatives
What Was the Outcome for 2025?
In 2025, a total of €300,000 was allocated in the city budget. However, due to Essen's strict budgetary regulations, these funds could not be fully utilized.
Between January 1 and December 31, 2025, 21 funding applications were submitted:
- 19 applications were approved
- 2 applications were withdrawn by the applicants
- 2 projects led to repayment demands
- 17 projects were successfully implemented, including the "KulturTandem" initiative at the Zollverein Coal Mine Complex and the "Self-Experience Course" available for loan from Menschenstadt Essen.
The 17 projects received a total of around €87,000 in funding.
Additionally, support services—particularly for sign language interpreters—were financed to the tune of approximately €4,000.
Total expenditures for the year amounted to roughly €91,000.
What's Next in 2026?
For 2026, €300,000 has again been earmarked for the funding plan. By mid-February 2026, four new applications had already been submitted.
