Esslingen's Library Stays at Pfleghof After Overwhelming Public Vote
Esslingen's city library will stay at the Bebenhausen Pfleghof after a clear public vote. On March 8, 2026, nearly 70 percent of participants rejected plans to move it to the former Kögel department store. The decision overturns a 2025 city council resolution and sets the stage for major renovations.
The referendum drew 38,628 valid votes, well above the required 13,551 quorum, with a turnout of 58.4 percent. Of those, 68.5 percent backed keeping the library in its current location, while 31.5 percent supported relocation. The result forces the city to abandon its earlier plan, which had sparked growing opposition.
Lord Mayor Matthias Klopfer acknowledged the outcome and pledged to respect the public's choice. He will present a new proposal to the city council on April 27 to avoid delays. The plan includes €17.4 million in renovations, covering 37 measures such as structural repairs and modernising services. The library will remain open during the work. Meanwhile, the city will help find an alternative use for the vacant Kögel building to prevent a long-term empty space in the centre. The administration will also seek state funding and decide on selling the Heugasse 11 property in the coming months.
The referendum's outcome keeps the library at the Pfleghof while triggering a renovation project. The city must now secure funding and repurpose the Kögel site. With the council set to review next steps in late April, the focus shifts to implementing the public's decision.
