Estonia slashes 2026 residence permits quota amid shrinking population

Estonia has announced its annual quota for foreigner residence permits for 2026, set at 1,292. This figure represents a decrease from previous years, despite the quota for 2025 remaining unfilled.

The maximum annual quota is determined by the country's population, currently set at 0.1%. However, Estonia's population has decreased by six thousand people in the last year, which may have influenced the decision to lower the quota.

Last year's quota was not fully utilised, with nearly 500 places remaining vacant. Despite this, the Estonian government has chosen to reduce the quota for 2026, indicating a shift in immigration policy.
