Fargo school board blocks tax breaks for downtown apartment project

The Fargo school board has rejected tax incentives for a proposed downtown apartment complex. In a close 5-4 vote, members turned down the request, citing budget concerns. The decision follows a similar rejection by Cass County commissioners for the same housing project.

City staff had recommended a five-year property tax exemption for the project, followed by 15 years of reduced taxes. However, the school board currently lacks a formal policy on handling such requests and is now drafting one. Board vice president Robin Nelson indicated openness to future discussions if the developer returns with a revised proposal once the policy is in place.

The decision leaves the apartment complex’s future uncertain for now. Without tax incentives, the project may face financial challenges. The school board’s new policy, once completed, will guide how similar requests are handled moving forward.
