Dangers of Public Office - German Mayors Face Rising Wave of Threats and Violence in Office

A growing number of German mayors are facing threats and attacks while carrying out their duties. Research shows that every second mayor has experienced verbal or physical violence linked to their role. This troubling trend has even inspired a film, The Mayor (Die Bürgermeisterin), which dramatises the real-life dangers local leaders now confront.

The 2022 film The Mayor follows Claudia Voss, a fictional mayor whose life unravels after she pushes to build a refugee shelter. Far-right groups target her with intimidation, protests, and personal threats. Despite her attempts at dialogue, the opposition shuts her down with hostility. The story mirrors documented cases of violence against mayors across Germany, though the script condenses multiple real events for dramatic impact.

Data on such attacks remains incomplete, but the MOTRA monitoring group (KoMo) has tracked threats against local politicians since 2021. Their latest report shows a 34% rise in politically motivated violence, with 2,351 victims recorded in 2024 alone. High-profile incidents—including assaults on mayors in 2015, 2017, and 2019—highlight the escalating risks.

The film also explores the personal cost of these attacks, showing how the mayor's family suffers under the strain. Its portrayal earned critical acclaim, winning the 2023 German Television Award for Best TV Movie and a nomination for the prestigious Grimme Prize.

The rise in violence against mayors reflects a broader pattern of hostility toward local officials. Films like The Mayor bring these hidden struggles into public view, while monitoring groups continue to document the growing threat. For many in office, the risks are no longer abstract—they are part of daily life.
