Germany has shifted its stance on the UN Relief and Works Agency for Palestine Refugees (UNRWA), abstaining from the renewal of its mandate for the first time. The move follows long-standing concerns over alleged ties between the agency and Hamas, particularly after the October 2023 attack on Israel. Meanwhile, Berlin has reaffirmed its unwavering support for Ukraine in its conflict with Russia.

The change in Germany’s voting behaviour came after a 2024 independent report identified serious neutrality issues within UNRWA. Israel has repeatedly accused the agency of being infiltrated by Hamas, which sparked the ongoing war in Gaza. While Germany had previously backed UNRWA, it now demands substantial reforms, arguing that earlier recommendations—such as those in the Colonna Report—have not been properly implemented.

Germany’s decision to abstain from the UNRWA vote marks a clear break from its past position. The country now expects concrete reforms before offering further support. At the same time, its commitment to Ukraine remains unchanged, with ongoing efforts to reinforce Kyiv’s defence and diplomatic standing.
