Germany Pushes for Fairer Artist Pay in the Streaming and AI Era
Germany's Federal Government Commissioner for Culture and Media, Wolfram Weimer, is pushing for fairer pay for artists in the streaming era. He has begun talks between music industry leaders and major platforms to address growing concerns over revenue distribution. The rise of artificial intelligence and fraud on digital platforms has made the issue even more urgent.
Weimer also supports mandatory labels for AI-generated music as its role in creative work expands.
Weimer plans to hold direct meetings with streaming services and organise a roundtable discussion. Musicians, record labels, and platform representatives will join to find joint solutions. His goal is to ensure artists receive fair compensation in an economy dominated by digital platforms.
The call for change comes as industry figures highlight long-standing problems. Florian Drücke, CEO of the Federal Music Industry Association (BVMI), stressed that record labels invest heavily in artists. He criticised others for exploiting that investment without fair returns. Verena Bößmann of the Association of Independent Music Companies (VUT) demanded clearer transparency rules and a full review of how platforms pay artists.
Weimer has also emphasised the need to protect copyright in a platform-driven market. He noted broad political support for stronger legal safeguards. Strengthening Germany's music industry, he argued, requires better monetisation of creativity and diversity.
No recent public studies compare streaming revenue trends for German artists against international peers. This lack of data adds to the challenge of assessing fair pay structures.
The negotiations aim to create a fairer system for artists as streaming and AI reshape the music industry. Weimer's proposals include stricter transparency, copyright reforms, and potential AI labelling rules. If successful, the changes could set new standards for how platforms compensate creators in Germany.
