Germany Unveils €18B Hightech Agenda to Boost Key Technologies

The German federal government has unveiled the Hightech Agenda Germany, a comprehensive plan to bolster six key technologies and secure Germany's place at the forefront of global innovation. The agenda, backed by €18 billion until 2029, aims to increase innovation, economic strength, and job creation, while fostering technological sovereignty.

The Hightech Agenda focuses on Artificial Intelligence, Quantum Technologies, Microelectronics, Biotechnology, Fusion and climate-neutral energy generation, and technologies for climate-neutral mobility. It plans to orient research, technology, and innovation policies towards faster research, development, and application. The agenda also seeks to build technological capacities in Germany and Europe, create incentives for new production facilities and technologies, and utilize European instruments like the European Chips Act.

The agenda is a flagship project of the new German government, with innovation policy being a top priority for Chancellor Friedrich Merz. It aims to reclaim Germany's leading role in technology through incremental steps. However, the Green Party, now in opposition, has criticized the agenda for lacking concrete implementation and systematic cross-departmental collaboration.

The High-Tech Agenda includes the 'Fusion Action Plan' and the 'Microelectronics Strategy' as initial steps, both launched under the previous government. The Federal Ministry of Education and Research, led by Dorothee Bär, worked for three months on the public unveiling of the agenda.

The Hightech Agenda Germany is a significant step towards promoting key technologies and strengthening Germany's innovation ecosystem. With a budget of €18 billion until 2029, it aims to increase innovation, economic strength, and job creation, while reducing dependencies and fostering partnerships across science, industry, and politics.
