Germany’s Bundeswehr Expands with 265,000 Active Troops by 2035
Germany’s military, the Bundeswehr, is preparing for its largest expansion in decades. By 2035, it will grow to 265,000 active troops, with an additional 200,000 in reserve. This surge in personnel has prompted a major upgrade in protective equipment for both soldiers and civilian staff.
Defence Minister Boris Pistorius has announced plans to equip 80,000 civilian employees with bulletproof vests and combat helmets. This marks the first time since the Cold War that such gear will be issued to non-combat personnel. The group includes ministry officials, technicians, administrative staff, and employees at military equipment agencies.
The move comes as part of a broader €21 billion funding request to outfit new troops, conscripts, and reservists. Originally, the Bundeswehr had allocated €10 billion for soldier equipment, but rising security concerns have forced a rethink. The extra funds will also support the Faser project, which begins in 2026 with the first recruit selections that same year.
Distribution of the new gear will take place over several years, though exact costs remain unclear in official documents. Only a small fraction of civilian staff previously received protective equipment. The expansion aims to boost operational readiness and align Germany’s defences with NATO requirements.
The Bundeswehr’s growth and equipment upgrades reflect a shift in Germany’s defence strategy. Civilian personnel will now receive protective gear alongside active troops, ensuring broader preparedness. The changes are set to unfold gradually, with full implementation expected over the coming decade.
