Germany's Health Minister Launches Major Care Reform, Pharma Dialogue to Follow

Health Minister Nina Warken (CDU) has initiated a substantial reform in Germany's healthcare system. The 'emergency care reform' is underway, with the Pharma Dialogue set to commence in November. This dialogue aims to enhance access to innovative therapies while ensuring sustainable financing.

The Pharma Dialogue will examine and evaluate the procedures for benefit assessment and price negotiations (AMNOG) with the goal of potential reforms. It will explore ways to improve access to innovative therapies and medications while maintaining affordable financing.

The Greens party has added a new dimension to the reform. During their federal party conference in Berlin on November 2, 2025, they demanded the integration of care credit services into the emergency care reform. This proposal seeks to streamline the delivery of medications in emergency situations.

The 'emergency care reform' is currently in the interministerial coordination phase. Minister Warken's reform plans remain unclear regarding the inclusion of integrated emergency centers with on-site carecredit pharmacies. However, rapid changes are anticipated in this area.

The Pharma Dialogue, starting in November, will play a crucial role in shaping the future of Germany's pharmaceutical market within statutory health insurance (AMNOG). The Greens' proposal for integrated carecredit services adds a new layer to the emergency care reform. As the interministerial review continues, the healthcare landscape is poised for significant changes.
