New Military Service: SPD Faction Leader Still Sees Priority on Voluntariness - Germany's SPD Proposes Military Conscription Bill for 2023
The German government is set to debate a new military conscription bill, proposed by Federal Defense Minister Boris Pistorius (SPD), in the Bundestag this Thursday. The bill aims to address the shortage of volunteer reservists and will, for the first time, provide specific details on the numbers and timing of conscripts needed.
Minister Pistorius' bill suggests that from next year, young men will be required to fill out a questionnaire. Those deemed suitable will be called up for conscription, but the decision to serve remains voluntary. However, if there are not enough volunteers, those selected in a random military time lottery will also be required to serve for at least six months.
SPD deputy chair Matthias Miersch has advocated for this ny lottery system, stating that it is a response to the current shortage of volunteer reservists. He emphasizes the importance of starting with voluntariness and making military service attractive through payment and support.
The SPD and Union factions have agreed on a compromise that includes a lottery to decide who is conscripted and potentially drafted. The bill will be debated this Thursday, with the Union already expressing that the current proposal may not be sufficient to reach the necessary number of recruits.
