Germany’s Federal Agency for Technical Relief (THW) has sent around 1,700 generators to Ukraine since Russia’s full-scale invasion. The equipment was newly procured for this purpose, not taken from THW’s existing emergency reserves. Funding came from the Federal Foreign Office and the Federal Ministry of the Interior, with THW managing transport and logistics.

THW maintains a vast stock of emergency power units across Germany. This includes thousands of generators in different sizes and several hundred larger backup systems. These resources are available for domestic crises and international support under mutual aid agreements.

During Berlin’s major blackout starting on January 3, 2026, THW assisted by transporting specialised replacement power plants. Each unit had a 250 kVA capacity, sourced from North Rhine-Westphalia. The agency also ensured these were not drawn from its own reserves, preserving its operational readiness. The generators sent to Ukraine were part of a dedicated procurement effort. THW coordinated their delivery, ensuring they reached areas affected by war-related power shortages. The agency’s role highlights its capacity to respond to both domestic and international emergencies.

THW’s support for Ukraine and its response to Berlin’s blackout demonstrate its wide-ranging capabilities. The agency’s emergency power reserves remain intact, allowing it to handle future crises. Funding from federal ministries ensures that critical equipment can be deployed where it is most needed.
