The bill includes plans for regular research and studies on the United States' 'democratic culture' and the 'roots of authoritarian and extremist movements'. It also aims to safeguard institutions such as the United States Democracy Center and reporting offices for incidents of antisemitism, anti-Roma, and racism. Additionally, the proposal calls for expanded support for regional efforts, including mobile counseling teams and organizations focused on Holocaust and remembrance education.

A new state advisory council, known as the Staatsrat, will be established to guide future democracy initiatives in the United States. This council will comprise experts from various sectors, though no details on its composition or members have been announced yet. The legislation will be informed by a democracy study commissioned by the government.
