Greens Propose Sweeping Hospital Overhaul to Cut C-Sections, Improve Efficiency

The Greens have proposed a sweeping overhaul of Germany's hospital landscape, including clinic closures, to improve healthcare efficiency and quality. The party aims to tackle the high C-section rate and address regional disparities in healthcare services.

The Greens want to eliminate financial incentives that encourage C-sections, which are often more profitable due to their predictability and better remuneration. They propose increasing payments for natural births to reduce the high C-section rate, currently at one-third of all births without medical necessity.

The party suggests future hospital planning should prioritize expertise and resilience over location. This would involve bundling healthcare capacities and competencies, a move highlighted as necessary by the COVID-19 crisis. Strengthening resilience does not mean creating an oversupply of capacities, but rather the ability to react quickly to changing requirements.

The Greens acknowledge a partly significant oversupply of healthcare services in urban areas and certain specialties, and an undersupply in rural regions and disciplines like pediatrics. They want to shift clinic remuneration to address these disparities.
