Halle's €126 Million Climate Fund Sparks Chaos as Vote Collapses
The city of Halle (Saale) is due to receive €116 million from a federal special fund for infrastructure and climate projects. An additional €10 million from local funds brings the total to €126 million. But a heated debate over how to spend the money led to a collapsed vote in the planning committee.
Discussions began with proposals from different parties on where the funds should go. The SPD pushed for €16.3 million to renovate Heideschule and €1 million to modernise school restrooms across Halle. Meanwhile, the Left Party requested €300,000 for further studies of the Orgacid industrial site.
City officials clarified early on that the special fund could only cover capital investments, not research or planning. This restriction ruled out the Left Party's proposal outright.
The CDU initially had reservations but later backed full funding for the city hall's refurbishment from the special fund. However, tensions rose when Green Party councillor Christian Feigl demanded separate votes on each amendment. Many members saw this as the main obstacle to reaching an agreement.
Opposition came from the AfD, which labelled the special fund a 'debt binge' and argued it would burden taxpayers with new debt. After nearly two hours of deadlock, committee chair Ulrike Wünscher (CDU) halted proceedings, declaring, 'I am terminating this vote due to sheer absurdity.'
No prior financial preparations by Halle for the €116 million were found in available records. The debate also revealed no existing plans for how the city would manage or allocate the funds before the meeting.
The planning committee failed to agree on spending the €126 million. With the vote abandoned, no decisions were made on school renovations, city hall upgrades, or other projects. The funds remain unallocated, and further discussions will be needed to resolve the deadlock.
