Clash over Bonuses - TdL Overturns Parts of Hamburg Agreement - Hamburg’s Social Workers Lose Planned Allowance After State Ruling

A planned allowance for Hamburg’s civil servants has been partially blocked by the Tariff Association of German States (TdL). The decision affects staff in social and educational services, who will no longer receive the extra payment originally agreed. Unions have reacted with sharp criticism, calling the move both unprecedented and unfair.

The original compromise would have given Hamburg’s public-facing civil servants a €100 monthly allowance from February 2026. This amount was set to rise to €115 by May 2027. However, the TdL rejected key parts of the deal, including this additional payment.

The TdL’s rejection leaves Hamburg’s social and educational services staff without the planned allowance. The city retains the ability to pay other supplements, such as those for police and mobility. The decision highlights ongoing disparities in public sector benefits across German states.
