Hesse pushes for seasonal labour reforms and rodenticide extensions at 2026 farm summit

Hesse is preparing to take a strong stance on key agricultural issues at the upcoming Conference of Heads of Agricultural Departments (ACK) in Berlin. Scheduled for January 14–15, 2026, the state will push for clearer rules on seasonal labour and the continued use of rodenticides. Two major priorities will dominate its agenda: easing restrictions for foreign workers and extending transitional measures for pest control chemicals.

On seasonal labour, Hesse is calling for more practical regulations to support farms relying on foreign workers. One proposal includes automatic reapproval for seasonal employees who return to the same farm the following year. The state also suggests exempting these workers from mandatory pension insurance during their short-term contracts in Germany.

The issue of rodenticides is equally pressing. Hesse wants the transitional provisions for anticoagulant rodenticides extended beyond their 2027 expiry. Officials argue that a balanced hazardous substances policy should protect consumers while considering the operational needs of businesses. Additionally, Hesse has welcomed a federal initiative to recognise state-approved agricultural and food production qualifications as equivalent to the biocide proficiency certificate. This move aligns with broader efforts to reduce bureaucracy for organic producers, supported by associations like the Bundesverband Naturkost Naturwaren (BNN) and Bioland e.V.

Hesse’s proposals aim to simplify labour rules and maintain pest control options for farmers. If adopted, the measures could provide more stability for seasonal workers and extend the use of critical rodenticides. The state’s position will be formally presented at the ACK conference in early 2026.
