Hessen's €40 retiree fee for pharmacists triggers protests and chaos
A new €40 quarterly fee for retired pharmacists has sparked protests and logistical challenges in Hessen. The Hesse State Chamber of Pharmacists (LAK) introduced the charge following a legal change, but collecting it has proven difficult. Meanwhile, tensions over healthcare funding are rising as doctors and pharmacists push back against austerity plans. The fee was imposed after a recent amendment allowed the LAK to charge retired pharmacists for administrative costs. To encourage compliance, officials launched a 'Service Offensive', offering perks like VHS courses, aqua fitness classes, and discounted senior transit passes. Despite these incentives, many elderly pharmacists have resisted payment, often due to unfamiliarity with modern communication methods.
One such case involved Dr. Roswitha Hinkebein, a pharmacist licensed since 1972. Leon-Luca Wagner-Neumann, a young aide, was assigned to collect her fee but struggled to reach her. After a full day of attempts—tracking her between errands, appointments, and leisure activities—he still could not secure payment. Phone calls also failed, as many retired pharmacists either ignored them or lacked the technology to respond. The effort, codenamed 'Operation Sunset Years' (KoReLa), is led by Friedrich Geerth, the department head. His team faces an uphill battle, with nearly 25,000 pharmacists protesting the fees in multiple cities this week. The unrest comes as the Health Finance Commission prepares to announce sweeping austerity measures on Monday, targeting tens of billions in savings. Doctors have warned they may cut appointment availability if fees are reduced, according to Dr. Andreas Gassen, chairman of the KBV.
The LAK's push to collect fees from retired pharmacists continues, though resistance and logistical hurdles remain. With broader healthcare cuts looming, the dispute highlights growing tensions between professionals and policymakers. The outcome could affect both service availability and the financial stability of the sector.
