140 Foundations Recognized in Just One Year - Hesse's foundation boom hits €84 million in new endowments for 2025
Hesse saw a notable rise in new foundations during 2025, with nearly 140 recognised across the state. These organisations brought combined endowments exceeding €84 million. The trend reflects a steady increase in civic engagement through charitable and family-based initiatives.
The Darmstadt Regional Council approved the majority of these foundations, registering 113 in 2025 alone. Smaller numbers were recorded in Kassel and Gießen, with 14 and 10 new foundations respectively. By the end of the year, the Darmstadt administrative district hosted 2,316 legally independent foundations, collectively holding assets of around €7 billion.
Data from the Hessian Foundation and Fund Administration (HLStV) shows a fluctuating but overall upward trend since 2020. That year saw roughly 120 new foundations, rising to 145 in 2021 and peaking at 168 in 2022. Numbers dipped slightly to 155 in 2023 before stabilising around 160 in 2024 and 2025. Most of the newly established foundations were non-charitable family foundations. Hesse also maintained one of the highest foundation densities per 100,000 inhabitants in 2024, ranking just behind Hamburg and Bremen. The legal process for setting up these foundations follows the guidelines of the German Civil Code.
The growth in foundations highlights ongoing civic involvement across Hesse. With total assets now reaching billions, these organisations continue to shape local communities. Their contributions remain a key factor in the region's social and economic landscape.
