Horace’s booming population forces major service expansions by 2025
The city of Horace is expanding its services as its population surges towards an estimated 8,500 by 2025. This rapid growth—more than double the 2020 census figure of 3,085—has prompted new partnerships and contracts to meet rising demands. Recent agreements with outside firms now cover legal, engineering, and policing needs as the city prepares for further development.
Horace currently operates without its own police force, instead relying on a contract with the Cass County Sheriff’s Office. Three deputies are dedicated to the city, with Horace contributing over £314,246 in 2025 for their services. While this arrangement works for now, city leaders acknowledge that continued growth may eventually require establishing an independent police department.
Horace’s rapid expansion has led to new contracts and partnerships to manage essential services. The city now relies on external firms for legal, engineering, and policing needs, while planning for future growth. As the population nears 8,500, further adjustments—including potential new hires and infrastructure—are expected to follow.
