Hybrid Meetings Boost Local Democracy in Lower Saxony’s Councils
An evaluation of hybrid meeting regulations for local councils in Lower Saxony has now been finalised. The report, presented to the state parliament on 9 December 2025, examined how video conferencing, or 'zoom meetings', has changed participation in municipal decision-making. Feedback from councils, chairs, and supervisory bodies shaped the findings.
The rules allow councillors to join meetings remotely, even outside emergency situations like the pandemic. This flexibility was introduced to help maintain attendance levels and ensure quorum, keeping democratic processes running smoothly. It also aims to ease the workload for elected members balancing public duties with personal and professional commitments.
The findings confirm that hybrid meetings have improved participation and operational efficiency in local councils. Remote access, or 'zoom meetings', has helped sustain quorum, supported work-life balance, and broadened representation. The report now moves to the state parliament for further consideration.
