Kandern's primary school expansion moves forward with €2M funding and EU-wide tender

The city of Kandern is set to invite bids across Europe for planning services to renovate and expand the primary school, including the addition of a new cafeteria.

On Monday, April 27, 2026, the city council will discuss the procurement process. The move comes in response to the phased introduction of a legal right to full-day childcare starting in the 2026/2027 school year. To meet this requirement, Kandern plans to establish a reliable all-day program with flexible afternoon care at its primary school. However, due to the lack of a large activity space on site, the school will not operate as a full-day institution. Instead, the focus will be on expanding the cafeteria.

The city cites a 2023 parent survey in which nearly half of respondents supported a full-day school model, while others favored a half-day school with flexible afternoon care. For now, both schools will continue as half-day institutions with optional extended care.

Preliminary planning for the Kandern project was completed in March 2024, allowing the city to apply for funding. While Tannenkirch was initially prioritized in the funding process, Kandern later received a commitment of €1.566 million from the state. Additionally, in January 2026, the city applied for a €500,000 grant from the equalization fund, with a decision expected this summer.

The city now plans to launch a Europe-wide tender for four specialized areas: an architecture firm, mechanical and plumbing engineers, an electrical planning office, and a structural engineering firm. The administration proposes awarding contracts up to planning phase 4, covering all work through the building permit stage. The draft design and cost estimate will be presented to the city council again in early 2027.

The cost estimate from spring 2024 stands at approximately €2.279 million gross. The 2026 budget allocates €150,000 for the planning phase. With total funding of just over €2.066 million, the city's share would amount to roughly 10 percent. Construction is scheduled from late 2027 to early 2029 to ensure the project is completed and settled on time.
