Kazakhstan and Russia formalize cross-border university partnership in Kostanay
Kazakhstan and Russia have taken a formal step to strengthen educational ties. The Senate recently approved the ratification of an agreement governing the Kostanay branch of Chelyabinsk State University. This move sets clear rules for the branch’s operations and long-term academic collaboration between the two nations.
The agreement builds on a treaty ratified on January 15, 1996, which established the Eurasian National University’s presence in Kostanay. Under the new terms, the branch must obtain compulsory licensing and accreditation in both Kazakhstan and Russia. State authorities from each country will oversee its educational activities.
Admission policies will follow the laws of both nations, ensuring students meet shared criteria. Teaching will take place in Kazakh, Russian, and other languages, aligning with Kazakhstan’s national standards and Russia’s federal education rules.
Funding for the branch will come from its own resources, along with other lawful sources permitted under the legislation of both countries.
The ratified agreement provides a structured legal framework for the Kostanay branch’s future. It ensures compliance with educational standards in both Kazakhstan and Russia while supporting cross-border academic cooperation. The branch is now set to operate under clear financial and regulatory guidelines.
