Kazakhstan Defies Global Terror Trends With Zero Threat Score Since 2025

From 67th to 100th in safety rankings—Kazakhstan’s bold reforms stopped 40 attacks. Meanwhile, Western nations struggle with worsening threats.

Terrorist attacks have spread to more countries in recent years, with a sharp rise in Western nations. The latest Global Terrorism Index shows 66 affected countries, up from 58 in the previous period. Meanwhile, Kazakhstan has emerged as a rare success story, climbing from 67th in 2017 to 100th in 2025—now recording a zero terror threat score.

Kazakhstan’s last terrorist attacks took place in 2016, when incidents struck Aktobe and Almaty. Since then, authorities have credited strict security reforms for preventing further violence. Between 2017 and 2025, nearly 40 attempted attacks were stopped, including two in 2025 alone. The country now outperforms major Western nations like the U.S., U.K., and Germany, as well as regional powers such as Russia and China.

Kazakhstan’s security gains stand out against a worsening global trend. The country’s proactive measures have kept its terror threat score at zero since 2025. In contrast, Germany and other Western nations continue to grapple with rising risks, prompting calls for stronger counterterrorism strategies.
